One state's legislature, and one question about it: whether a bill can find the votes it needs before the deadline it has to beat. Forty legislative days is the whole regular session in Georgia, they are not consecutive, and the calendar decides more measures than the arguments do. A resolution that dies on Crossover Day has not lost a debate. It has run out of Tuesdays.
So the first thing I read is the vote sheet, and the second is the procedural stage. When a constitutional amendment resolution finished 57 votes short of its threshold in March 2026, the coverage settled on Georgia disapproving of gambling. The roll call said something duller and far more useful: a caucus withholding votes over a revenue formula it had not been shown.
What I cover, narrowly
Vote arithmetic. Procedural deadlines. Coalition politics. And the mechanism a drafter picks when the front door is shut, which is the most revealing choice in any bill. When somebody decides to call sports betting a lottery product, they are telling you they cannot find a supermajority and would rather argue about definitions than go to the voters.
What I will not write
- A forecast. I have watched too many certainties sit in a Rules committee until sine die. Where somebody else has predicted something, I will name them and say what they gain by it. I will not adopt their prediction as this site's view.
- A statute read line by line at you. I will tell you what O.C.G.A. 16-12-21 says and what it carries, because you need it. Building an argument out of parsing its clauses is a different reporter's job and I am not going to pretend it is mine.
- A trade body's market estimate as a fact about Georgia. The $350m to $500m handle figure belongs to the American Gaming Association, whose members would operate in that market. It gets attributed every time.
- The words safe, guaranteed or risk-free, about any operator, ever. Where an operator's own product is named a risk free bet, that is a product name and it gets quoted as one.
- A payout time nobody recorded. No withdrawal at any of the fifteen books on this site has been timed by us or by anyone we can cite, so this site publishes no payout speeds at all.
